“It” is the Law (Torah) that Paul is talking about. EVERYTHING Paul & Jesus talked about was Torah.

The gospel is about re-covenanting us back to God’s Covenant.
The Torah was never meant to save us or resurrect us.
It is meant for us to learn how to walk in God’s ways
after we’ve been redeemed. We were not redeemed to be lawless as some call “freedom.”
Jesus perfectly walked out God’s commands, the Torah, to show us how to do it,
so that we can be in covenant with God and set apart.
It doesn’t save us; only the blood of Christ saves us. After we are saved, out of gratitude we obey His commands.
